I got it to work with the following URL:
http://www.roadlessland.org/cgi-bin/mapserv?map=../ira_wms.map&SERVICE=WMS&VERSION=1.1.1&REQUEST=GetMap&layers=nps&bbox=-180,-90,180,90&format=image/png&height=400&width=600&srs=EPSG:4326

Note you were missing several parameters that I thought would make it fail, 
but it failed rather silently.  I didn't get an image until I added the srs 
parameter.
