The following is said on a WAMP page:

Apache
Windows 95/98 users should use Apache 1.3.31. All other Windows users  
should be fine with Apache 2.0.49.

So you are probably best of installing Apache 1.3.31 ..... but then you  
need to reconfigure the php support among other things.
