Hi,

That is correct, mapserver in MS4W is not compiled to use OracleSpatial 
layers natively, and OGR was not built with OracleSpatial support.  Your 
options are:

1) compile mapserver or ogr with oraclespatial support yourself,
2) possibly search around for existing binaries (asking on the mapserver 
main list for example) and replacing the ones in MS4W, or
3) having us (DM Solutions) build you a custom build of MS4W with this 
support, for a set fee.  Contact me directly if you choose to go this route.
