[ms4w-users] new install of ms4w with chameleon crashes on "Chameleon Administration." php headers

Nice find Mike, but it's a bad one.  It seems PHP 4.4.2 has a known 
problem with a command that Chameleon uses in the admin and WMS parts 
(fopen is the command): http://bugs.php.net/bug.php?id=36017

This is a blocker for sure.  Not sure what to recommend for now, we'll 
take a look at it right away.  thanks for letting us know.
