If you are asking if you can create a MapServer mapfile from an ArcView 
view, yes it can be done.  There are a few utilities that you can try:

GIX Export - http://gix.sourceforge.net/
            - exports ArcView 3.x views to mapfile

AveiN! - http://sourceforge.net/projects/avein/
        - exports ArcView 3.x views to mapfile

AmeiN! - http://sourceforge.net/projects/avein/
        - exports ArcGIS 9 to mapfile


Those should get you started.
