[ms4w-users] shpdiff for MS4W

Thanks Adam, i've created a bug for this 
(http://bugzilla.maptools.org/show_bug.cgi?id=1371) and i'll take a look 
at adding it to the next release.

shpdiff isn't part of the FWTools package, but it does sound like a 
useful utility.
