[ms4w-users] EPSG version??

PROJ4.4.9 does not include the California Teale Albers projections.  I think 
I had checked this before because the format of EPSG is different than the 
one with ms4w but I recognized the change in the format.  Is Frank Warmerdam 
still maintaining and developing PROJ4?
