[ms4w-users] Error in the oracle connection OCI Handlers.

One thing I notice is that you are using an older MS4W.  Try a newer one 
just in case (such as 
http://www.maptools.org/dl/ms4w/ms4w_2.2.6_beta.zip), do the required 
dll-swap steps 
(http://www.maptools.org/ms4w/index.phtml?page=README_INSTALL.html#oracle-10g), 
and retry.
