Thank you John and Debbie for your quick replies. Both of them were
correct and helpful! The "mapserv.exe" is indeed an XML file (I never
would have guessed) and it does point me to missing fields in my map
file. I'm fixing those now!

I have found that when you get prompted to download mapserv.exe and
using WMS or WFS, the downloaded file is actually an XML file with the
error message in it. Try saving the file and opening it up in a text
editor to see what the problem is.

A beginner question here... I'm new to MS and to Apache. I've got MS4W
up and running with the Itasca demo. Now I want to enable it as a WMS
server. mapserv -v at the command line tells me it supports WMS_SERVER.
When I point my browser to it, my browser just wants to download
mapserv.exe!
What am I missing?
Here is the URL I'm using to issue a GetCapabilities WMS request:
http://localhost/cgi-bin/mapserv.exe?map=../htdocs/itasca/demo.map&SERVI
CE=WMS&VERSION=1.1.1&REQUEST=GetCapabilities
<http://localhost/cgi-bin/mapserv.exe?map=../htdocs/itasca/demo..map&SER
