Hello Brian,

I have spent the morning looking at the libjasper library for your 
request.  Luckily the good folks in #gdal on IRC (such as crschmidt, 
frankw, and hobu) pointed out that JasPer has poor performance, and we 
should be looking at using the MrSID or ECW libraries instead (which in 
recent version can also read jp2 files).

I checked the last MS4W release (2.3.0) and executing gdalinfo --formats 
does list the following drivers that can access jp2 files:

   JP2ECW (rw+): ERMapper JPEG2000
   JP2MrSID (ro): MrSID JPEG2000

And I also downloaded some sample jp2 files (from 
http://download.osgeo.org/gdal/data/jpeg2000/) and can access them with 
gdalinfo.

So I think this should be sufficient for your needs.  Correct?
