I can't duplicate your error.  It sounds like you have configured  
something and it is causing trouble.  You might want to start on a  
fresh machine and 1) download and extract ms4w-2.2.7.zip at a drive  
root, 2) extract the demo zip at the same drive root, and 3) install  
apache by executing 'apache-install.bat'

I guess it would depend what you want to do (if you have data stored  
in Oracle or SDE then you would need to use their plugins).  If you  
are new to MapServer I would say to use the default settings and work  
from there.
