[ms4w-users] version 2.3.0 available

Several users have been asking for the new Microsoft SQL Server 2008 
plugin for MapServer, so a new MS4W release is available now for 
download[1] with that plugin.  Follow the README_INSTALL[2] in the 
package for connection instructions for that plugin.
