As promised I have run through several tests with MS4W 3.0's FastCGI 
module (using the usual instructions at 
http://www.maptools.org/ms4w/index.phtml?page=README_INSTALL.html#f-fastcgi). 
  I can get it to run smoothly on many different Windows platforms 
(Vista, 200x Server), but each time that I try Windows XP I get a crash. 
  I have filed this issue, with some plans for further research into a 
fix at http://bugzilla.maptools.org/show_bug.cgi?id=2133

Please login there (or create a login there) and comment/add yourself to 
CC of that ticket, so you can follow along and provide testing feedback 
or even ideas for solutions.

Thanks for reporting this issue.  Don't be afraid to report issues in 
MS4W in its issue tracker.  (as you noticed sometimes emails don't make 
it through or are forgotten, this is why the issue tracker is excellent)
