My WMS now aligns perfectly with the Bing Map layer.  While checking my
mapfile extents, I thought that the coordinates given in metres looked like
UTM ZONE 10N coordinates.  I found Googled up a converter, placed the metre
extent coordinates in the fields and converted to lat/long in degrees.  I
got back the lat/long coordinates of my study area in Lions Bay.  So my
error was that I had incorrectly assumed that my original projection was
EPSG:4326 when in fact, it was EPSG:26910 (NAD83 UTM ZONE 10N).  At first I
did not think my problem had as simple a resolution as this, but when I
changed the LAYER-level PROJECTION setting in my mapfile to
"init=epsg:26910", I was pleasantly surprised to see the WMS layer data
projected properly over the Bing hybrid imagery.
