[MS4W-Users] not communicating with mapserver!

Hi,

I have installed ms4w and initialized Apache and on execution
http://localhost:90/ , I got the MS4W - MapServer 4 Windows - version 3.0.2
message. Then for this url http://localhost:90/cgi-bin/mapserv.exe, I
recieved --No query information to decode. QUERY_STRING is set, but empty. 

ON compiling the mapfile as given below with Html I am only getting error
