[OSRS-PROJ] C++ Compilation

Folks,

I have made a pass making the PROJ.4 library , and associated utilities
compile fairly clean as C++ code. I have only tested this with MS VC++ 6 but
hopefully it should work with gcc, etc as well.  The changes are committed
to CVS.
