[OSRS-PROJ] proj mirror

Folks,

DM Solutions Group has kindly provided hosting for a PROJ.4 mirror site at
their new maptools.org.

I have updated the proj web page to show the mirror.

While the mailing list, CVS and bugzilla for PROJ.4 are only available at
remotesensing.org, we now have some redundency for the web pages and download
information for when remotesensing.org is occationally down.
