In relation to PROJ itself and not cs2cs, UTM requires the "+south" flag
for southern hemisphere zones. This sets the false northing to
10,000,000m.
Also, when referring to a spherical earth just use +a= or +R= and
not any ellipsoid values (like +b=) even though they reduce to
a spherical earth.
