As I mentioned, I have three sets of test data for the Borneo RSO
and would be happy to test any updates to PJ_omerc.c that you
make.

I like the idea of augmenting omerc instead of adding another 
projection.  In my case, I didn't want to screw up omerc in
my efforts to get RSO working!
