[Proj] Missing .so extensions

Folks,

I think someone mentioned here that the PROJ.4 CVS version was not adding the
.so extension to the shared libraries the way it should.  This was apparently
due to mixed up versions of stuff being used to make the libtool script and
I have now fixed this in CVS.

I should be producing a PROJ 4.4.9 release any day now with these changes,
plus Java support and a few changes integrated from Gerald's tree.
