[Proj] Converstion between lat/long to lcc

I have never done anything with mapping before but I have been ask to convert from british wgs84 to lcc (lambert conformal conic) for a map x, y coordinates. I am not even sure what any of it means.

I have been told the extents for the European Mapping data, they are as follows:
Lat Min 33 deg 30 mins

Lat Max 81 deg 67 min

Long max 108 deg 30 min

Long min -10deg 30 min

Does anyone know how I can use proj to get the correct  conversion into lcc x, y coordinates.
