[Proj] Updated PROJ.4 rpm packages

One thing I did have to do was to move the ntv1_can.dat file to
/usr/share/proj since your package does not provide this one.

Also seems to be a non-fatal error here:

There were no serious build errors that I could find. Might be a gcc thing?
