[Proj] ANNOUNCE: C# wrapper

I've written a C# (.NET) wrapper for the projection library.  Interested
folks can download it from:
http://ftp.dfg.ca.gov/outgoing/Nafwb/proj4/csharp.zip.  There's a
short read me and a sort of example/test console app.  For best results,
you'll probably want to build PROJ.4 from CVS or wait for a version
greater than 4.4.8.  This software is unsupported, but I will take bug
reports and other comments.
