[Proj] Winzip error on extracting latest tar

It has been reported that Winzip chokes on extracting the file 
Rel:050203.

Don't worry about it.  It is an empty file whose name is used to spec 
release
number in the source directory.

I believe the problem is probably in the colon or semicolon in the 
name.  Will fix.
