[Proj] Internet referencing

A question for those paper authors with familiarity with prepping 
references:

What is the preferred or common way to reference a web site or 
information
that is basically only available from a web site?  For example, I would 
like to
refer to the Gnu Scientific Library for a couple of processes that I 
use in
the preparation of libproj4 procedures.  I do not know of any paper 
published
meterial for the library.

In general, I prefer to avoid any reference to web sites as they are 
often
here-to-day-gone-tomorrow and out of date in no time.

Hopefully, something that can be pugged into bibtex without too much 
hassle;
but that is probably asking too much.
