[Proj] Alternate site for libproj4

The libproj4 system is now also available at:

http://libproj4.maptools.org/

There is a minor update release as of 05/03/19 which only reflects 
correction
of minor problem in Cassini.  The major enhancement was the shrinking in
size of the manual.pdf by more than 50%.
