[Proj] SPCS NC (3200) -> Lat Long Conversion Problem w/ Program

Well something seems gummed up in your copy.  The lproj example in my
response is just a binder for command line usage of pj_init, pj_fwd and 
pj_inv.
Older proj4 should work the same as libproj4 at this level.
