[Proj] Python bindings to PROJ

FWIW, the proj bindings in Thuban were originally done by people at
meridian-enviro.com.  The files give the author as Douglas K. Rand and I
got them by mail from Jeff Einhorn.  The original version doesn't seem
to be available for download anywhere (at least I couldn't find it just
now with google).

The bindings from Thuban have been made available by Howard Butler:
