GRASS can do it sure (v.in.ogr, v.proj, v.out.ascii, and
v.out.ascii.db), but GRASS is just using OGR which comes with GDAL, a
half-sister product of PROJ, & you can just use OGR directly.

I believe ogr2ogr is the utility you want. (use the -t_srs option)
