Mateusz,

Per our discussion on IRC, I think it is best for the patch to be refactored
to touch less files, and that we hold this for PROJ 4.5.1 to avoid delaying
4.5.0 (already theoretically in beta for many months since I keep forgetting
about it after issuing a beta).
