Gennady,

The OGC 01-009 specification includes definitions of WKT and XML encodings
for coordinate systems.  The WKT encoding is the basis of the WKT in GDAL/OGR
though I only implement some portions of it.

I did some early work to support the XML encoding but that has been discarded
in favor of the GML coordinate system encoding.  I am not aware of any real
world use of the 01-009 XML encoding.  It is effectively superceded by GML
encoding.
