Ah.  Indeed you cannot use geographic values in DMS (Degrees, Minutes
and Seconds) format directly in your mapserver extent line.  You
can use the -f %.8f switch to produce decimal formatted values.

eg.
proj -I -f '%.8f' +init=epsg:28355
