[Proj] Re: cs2cs and Visual Basic .NET

If you don't want/need all of the gdal/ogr functionality, I wrote a
little wrapper for PROJ.4 in C#.  If you compile it to a DLL, then you
just need the proj.dll and the wrapper DLL.
