[Proj] New Bug Tracker

Folks,

While I have unfortunately been unable to recover the old PROJ.4 bug database
from bugzilla.remotesensing.org, I have created a new bug database at:

   http://trac.osgeo.org/proj

I have updated the web page accordingly.

Please feel free to file any new bugs here, or even old bugs that you still
need addressed.

I would add that the MetaCRS project - a confederation of coordinate systems
related projects has been launched and has establish a Project Steering
Committee (http://wiki.osgeo.org/wiki/MetaCRS_PSC) with me as PROJ.4 rep
and chair.  MetaCRS also includes CS-Map (Norm Olson's library from Mentor
Software, now being open sourced by Autodesk) and Proj4js, the JavaScript
projections library loosely inspired by PROJ.4.

There have been some active discussions on how the MetaCRS project might
maintain coordinate system dictionaries to be shared between projects
(including in the form of PROJ.4 init files) on the MetaCRS mailing list.
Folks interested in broader PROJ.4 governance issues, issues around
coordinate system dictionaries, and cooperation with other projects are
encouraged to join the MetaCRS list, though this list will still be the
place to discuss PROJ.4 specific issues.
