[Proj] Michigan georef projection reproject to lat-lon

When I tried 
Ogr2ogr.exe D:\proj D:\snow_trails_version1.shp -s_srs EPSG: 3078 -t_srs
EPSG: 4326
And
Ogr2ogr.exe D:\proj D:\snow_trails_version1.shp -s_srs EPSG:

They both returned the same error code that I had last night
> ERROR 4: Unable to open EPSG Support file gcs.csv
> Try setting GDAL_DATA environment variable to point to the

> Failed to process SRS definition: EPSG:

Looks like your source EPSG code might be 3078
