Indeed, it does not.  pj_gauss is a conformal transformation procedure to 
transfer lat-lon from the ellipse to a sphere and is used as a part of 
projection procedures.

All notes about Gauss-Kruger being Transverse Mercator or "tmerc" are correct.

There are a lot of file names in the proj-4-x distributions that are *not* 
projections but support procedures.
