[Proj] Revised project library 1.01

The projection library has been revised and updated at

http://home.comcast.net/~gevenden56/geodesy/project/

Main problem was better initialization that that may a problem on some systems 
that was hidden by Gnu's apparently clearing memory in malloc calls.

I am about to drop libproj4 from the web site because I cannot support it and 
it is beginning to fall woefully out of date.
