[Proj] cs2cs the fast way

Gerald, you've railed against proj4 for conflating geodesy (datum shifts)
with cartography (map projections), but you've done that yourself with this
Chebyshev code, x/y (one ellipsoid) => x/y (different ellipsoid).  Why?
Just because it's computationally faster?  Have you analyzed the effect of
your polynomial on the properties of the map projections involved,
conformality, for example?  Shouldn't you?  -Noel
