[Proj] proj4Php

Hi,


I was looking for a PHP API to convert from WGS84 to Lambert 93 (I'm French)
with PHP. So I translate Proj4JS to PHP.

Now it works for my own case (from WGS84 to L93 and reverse for PHP 4 and
PHP 5 - trunk and branches).


 The sources still have bugs for the other conversions, but as it was a
simple translation, it will be easy to fix.

There will be also problems with the REST access, and the heritage mecanism
does not like good to me.

Because it is not a good idea to remain the only guy to fix it, I can easily
add a few new developpers.
