[Proj] Russia and "System 74" [OFF TOPIC]

I'm asking on this list because there is lots of knowledge beyond proj4.
Hope no one minds.

I have had a request to provide coordinates to folk in St. Petersburg
Russia in "System 74". I have not been able to get any details beyond
that. I have googled a bit to see what this might be, and it looks more
like a satellite description than a projection. Did I miss anything?
