[Proj] #229 - trunk init still broken

As mentioned in http://trac.osgeo.org/proj/ticket/229#comment:14 I have pushed the fix that was sitting in the patch for a while.

I'd be happy to champion a release cycle, but I don't feel I'm the one to go through the bug list and prioritize things.
