It is the responsibility of people using those codes to use them correctly...

Not saying I would take charge of that myself, but I don't see a patch. The 
patch would need to be done in the datum_shift_pref.csv file of libgeotiff.

More points if you can modify the logic of build_pcs.py to select the right 
datum shift !
