This discussion about licensing of data coming from the EPSG database is orthogonal to 
which storage is used.

I mentionned sqlite 3.7 to be able to use the _v2 API of it. Actually I see that CentOS 6, which 
is probably one of the most ancient maintained Linux distribution, ships with sqlite 3.6.20 
and it already has sqlite3_open_v2() and sqlite3_prepare_v2(), so that could be a minimum 
target.

I just mentionned this to be transparent and reflect discussions. I imagine that this 
hypothetical abstraction layer could just reuse an existing PostgreSQL connection. But as I 
said, I'd prefer we avoid this.
