[Proj] Missing proj_def.dat in 4.9.1 release

I'm on this list (and returned from a long vacation+work).

EPEL version cannot change now, as we cannot introduce API breakage in
EPEL. Sorry about that. I'm glad that we could add 4.9 to Fedora 23, so
that RHEL 8 will at least have that version.
