The nad/BETA2007.gsb file is still not included in proj-5.0.0RC4. Since
it is included in proj-datumgrid, a new release (1.7RC1?) of
proj-datumgrid should be published so that the new grids can be included
alongside in proj packages alongside the 5.0.0 code changes.
