[Proj] PROJ 5.0.0RC6

Hi,
These cct transformations should be identical, or am I missing something?

My PROJ_LIB directory is C:\PROJ\share that contains files from proj.4\nad
and proj-datumgrid-1.7RC1. These commands need epsg and BETA2007.gsb.
Definitions in epsg file:
