Here's where to find the full script that fetches/compiles Shapelib,
in case you want to try it directly:

  http://cvs.sourceforge.net/viewcvs.py/xastir/xastir/scripts/

It's called "get_shapelib.sh" and should run from Cygwin or Linux
just fine, perhaps others as well.
