Comment(by ol):

 It could make sense indeed, as i did'nt thought about flex availabilitie
 for Win32.

 In this case i suggest the following:
 - Check in configure step if flex is there or not (becoming optional so)
 - If yes add a make lexer rule in Makefile (to generate mapfile.c from
 mapfile.l)
 - If not just use mapfile.c (from SVN repo)

 And so don't call flex on each make, as right now.

 Suggestions ?
