 I am not sure about the best approach. On windows for sure, It is simpler
 to always assume that mapfile.c is part of the code source.
 Checking of what was done for MapServer, It is described in the bug
 http://trac.osgeo.org/mapserver/ticket/2310
 http://trac.osgeo.org/mapserver/changeset/10064
 It could be done the same way too.
