i've always the same error message :
when i copy proj 2 c:\wamp\proj, it works !
but it works bad.
There is a problem of projection, from wgs84 to LIIe
this problem is fixed under linux, because I KNOW it as worked fine 
under linux.
But in fact, i've never seen it work under windows.
